System user guides for residents' and business parking permits - How to apply for a residents' parking permit

Once your account is created and you are logged in, you will be able to apply for the permits available to you.

Resident permits are charged according to the CO2 emissions produced by your vehicle.

Please make sure you have added your vehicle to your account, using the Vehicles option, before attempting to apply otherwise you won't see any available permits (tariffs).

N.B. the word "tariff" is used frequently on this permit system and refers to "permits". We are working with our system supplier to provide consistent wording.

Step 1

Make sure you are logged into an account BEFORE attempting a permit application. You should see your initials in the top right corner instead of Log In and Create Account.

Step 2

Select the relevant link depending on the type of account you created. You won't be offered any business permits if you set your account up as a resident and the other way around.

Step 3

Click on SHOW LOCATIONS and then VIEW TARIFFS to see the available permits you may apply for. You may not see all permit options if you already have a permit issued on this system.

No permit options showing?

If you don't see any available permit options, check that you are logged in. If you are logged in then your address has not been allocated a controlled parking zone (CPZ). This can mean that your address has a car-free planning restriction allocated to it which excludes you from applying for a parking permit. But it can also mean that we still need to add it to this new system. Please complete the parking permit contact form if you think your CPZ has been missed.

Step 4

Use the SELECT button to choose the permit required. If you already have a 1st permit issued to you, even if it was issued before 3rd February 2025, and you now need a permit for a second vehicle, you should choose the 2nd Resident permit option. If we find a 1st permit already issued to you and you make another application for a 1st permit here, your application will be declined and you will be asked to re-apply.

Step 5

Select your vehicle from the list of vehicles you have added to your account. If your vehicle that you now need a permit for is not listed here, then you will first need to add the vehicle to your account before making this application.

Step 6

Next you will need to select the duration that you want the permit for. You will be offered auto-renewal that lasts for two years so if you wish to pay monthly for your permit then please select the 1 month option.

We do reserve the right to end your auto-renewal period early as we do occasional random spot checks on eligibility. This would require that you then make a full application again.

Start date

You can't select a date further in the future than tomorrow. If you are renewing your permit (existing permit still on our old system) then we will amend the permit start date so it follows on from your existing permit.

Price not showing?

If you have selected a resident or business permit, but after selecting your vehicle and the duration, the price doesn't show (still shows VARIABLE) then the system was not able to allocate a price band to your selected permit type.

The system needs to get your CO2 emissions from the DVLA database so if the information is missing or you have entered the wrong vehicle registration number (VRM), then it won't be able to.

Your VRM usually consists of 2 letters, then 2 digits, then 3 letters. Their are exceptions to this like personal, foreign or old numbers. Please make sure you have entered your VRM correctly, especially any characters which can be mistaken for letters, for example the number zero and the letter o. Also if it is a new vehicle then there may be a delay with the DVLA adding some details their records.

Please complete this form if you have checked your registration number is correct and we will manually add the CO2 emissions value to your online permit account for you.

Step 7

You will be sent an automated (system generated) email reminder before expiry of your permit, seven days for the 1 month permit and 30 days for the six and twelve month permits.

You may select the SMS and email options for additional reminders. If you don't select these reminders now, you may still set these up and adjust or add to them once your permit has been issued.

The automated reminder can't be modified though. If you haven't added a mobile number to your account then the SMS option will not be available to you.

Step 8

You will need to tick the box to confirm that you have read and accepted our Terms and Conditions. Use the link to open and read these.

Step 9

Click NEXT to progress to the questionnaire.

Step 10

Answer the relevant questions either by selecting your answer from a dropdown list, selecting from displayed options, typing in the displayed text boxes or selecting files where we have asked to provide proof.

N.B. all questions marked with an asterisk (*) are mandatory.

You will not be able to proceed if these questions are not answered or the proofs not attached.

Step 11

Click NEXT to progress to the application summary.

Step 12

Tick the Auto-renewal if you want your permit renewal to process automatically.

Payment for an auto-renewal will be processed using your card details that you use when you make the payment for this application.

Step 13

Click APPLY to submit your application. You will then be emailed confirmation that your application was successfully submitted.
