This policy explains the right of Hammersmith & Fulham Council housing tenants to exchange their home with another secure tenant of Hammersmith & Fulham or another council or housing association, with our permission and the permission of the other landlord, in a process known as 'mutual exchange'.
Mutual exchanges give tenants the opportunity to move to another home within or outside the borough that better suits their housing needs.
Supporting households to engage in mutual exchange benefits the tenant, improves stock management, and reduces risk to our council housing rental income by helping tenants access a home which best meets their needs and circumstances.
