About the Local Offer for SEND

What the Local Offer (LO) is and help to access its information, the LO annual report, how we co-produce the LO with residents and decision makers, H&F strategies and plans for SEND.

H&F Local Offer annual report

Under the SEND code of practice: 0 to 25 years, all councils must publish an annual report on the Local Offer for SEND.

This annual report details:

  • feedback about the local offer from children, young people and parents and carers
  • what progress we have made
  • what we have learnt and our next steps

Since June 2023, the Family Hub Service has brought together the Family Information Service and the Local Offer for SEND. This has supported the migration of the Local Offer content to the Family Hub website in March 2024 to provide a cohesive, centralised information hub.

The previous Local Offer annual report established the need to increase the awareness of the Local Offer and during the last year, the Local Offer has continued shaping the 'whole service offer' through co-production The plan for a comprehensive service includes efforts to ensure accessibility: the information is inclusive and focused on children and young people's needs and their families, not just services.

Building on this positive trend and having launched this new Family Hub website, the Local Offer launched an official marketing campaign by summer 24 joining efforts with Family Hubs and the Family Information Service.

The report is also available as a fully accessible Easy Read version co-produced with 'People First' (a self-advocacy organisation run by people with learning difficulties).
