On 28 February 2017, the council submitted the Proposed Submission Local Plan and supporting documents to the Secretary of State for Communities and Local Government for independent examination. In accordance with Section 20 of the Planning and Compulsory Purchase Act 2004 (as amended), Inspector Andrew Seaman BA (HONS) MA MRTPI, has been appointed to conduct an examination to determine whether the plan is sound.
Public hearings took place between 13 and 22 June 2017 and proposed main modifications to the plan were consulted on for six weeks ending on 15th September 2017.
A programme officer, Pauline Butcher, has been appointed to deal with procedural, administrative and programming matters for the Local Plan examination. She will be the first point of contact for any person who has made representations at the proposed submission consultation stage, and will act as a liaison point between the council, inspector and examination participants. Inspector's Report
On 19th December 2017, the Inspector issued his final report and has found the Local Plan to be 'sound' subject to main modifications. The Local Plan will now proceed to Full Council for approval to adopt.

Proposed main modifications consultation
From 28 July to 15 September 2017, the council consulted on main modifications to the Local Plan. This was an opportunity to comment on the main changes the council is proposing to the Proposed Submission Local Plan (published in September 2016). These were proposed in light of the Inspector's comments during the examination, public representations made about the plan, and discussions at the public hearings.
The council have also published minor modifications to the plan, a Sustainability Appraisal of the main modifications and a schedule of proposed changes to the Local Plan Policies Map. The minor modifications consist of factual updates, points of clarification and other minor changes which do not, when taken together, materially affect the policies set out in the plan.
